Why This Is Not Spouse-Specific
CBN's own 2023 research names household gatekeeping — often by a male head of household — as a driver of women's financial exclusion, not just a symptom of it. Anchoring onboarding to one specific relationship risks formalising that same dynamic. Instead:
Any verified adult community member may vouch — a cooperative leader, a registered agent, a family member, a neighbour — not a spouse specifically.
The resulting account is solely the beneficiary's. The voucher gains no ownership, control, or visibility over it.
The vouch is a single onboarding event, not an ongoing dependency.
The beneficiary may replace her vouch or graduate to standard Tier 1 once she obtains her own NIN.
